Job Description:
Nuvance Health has a network of convenient hospital and
outpatient locations - Danbury Hospital, New Milford Hospital,
Norwalk Hospital and Sharon Hospital in Connecticut, and Northern
Dutchess Hospital, Putnam Hospital Center, and Vassar Brothers
Medical Center in New York - plus multiple primary and specialty
care physician practices locations, including The Heart Center, a
leading provider of cardiology care, and two urgent care offices.
Non-acute care is offered through various affiliates, including the
Thompson House for rehabilitation and skilled nursing services, and
the Home Care organizations.
Summary
The Director of Human Resources Governance & Compliance will be
responsible for all aspects of HR Governance and policy management.
The role will have primary responsibility for the development,
maintenance, and updating of HR policies, wage and hour compliance,
Affirmative Action, and other HR compliance-related initiatives.
This role will serve as the subject matter expert on applicable
regulations as well as best in class approaches to policy
development. The position will partner with key stakeholders
(including legal, compliance, labor, and HRBPs) to ensure a
targeted proactive, and timely approach to HR governance.
Responsibilities
Develops, maintains, and updates HR policies in response to
organizational needs and regulatory requirements in partnership
with key HR areas and other key system departments (Employment Law,
Security, IT, etc.) Communicates with and educates management on
policy changes and updates.
Ensures that Network roles are properly classified under the Fair
Labor Standards Act (FLSA) and state wage and hour laws through
both wide-scale and targeted classification audit. In partnership
with Workforce Management COE Leader, reviews Network timekeeping
practices to ensure that non-exempt employees are properly paid for
all time worked. Partners with Compensation to review the
classification of newly created roles. Lead response to any state
or federal wage and hour audits.
Act as HR's Liaison to Office of Compliance, with supplemental
dotted line reporting responsibilities to the SVP/Chief Compliance,
Audit, and Privacy Officer or his/her designee. In partnership with
appropriate internal stakeholders, conducts annual HR Compliance
Risk Assessment and Workplan.
Serves as Chief EEO Officer for the Network. Coordinates the
development, implementation, and administration of policies and
procedures to ensure compliance with Federal and State law,
regulations, and rules related to nondiscrimination, harassment
(including sexual harassment), affirmative action, and diversity.
Assists and provides guidance to HRBPs on EEO/Harassment
investigations. Owns the annual compilation of Network AAP
partnering with HRIS, Talent Management, and legal counsel.
Responsible for ensuring that the Network is in compliance with all
Labor/Employment Law posting requirements. Generates quarterly
trend reports on EEO-related investigations and reports to
leadership.
Ensures that all aspects of the Network's hiring process and tools
meet applicable regulatory requirements, including but not limited
to its online Careers portal, application, background check process
(FCRA), employment authorization/e-Verify.
In coordination with HRBPs/Learning and Development/Employment Law,
develops and implements necessary training to Network managers and
the workforce on key HR policies, and procedures, employment
regulations, and HR Compliance processes and procedures.
7 Develops and conducts audits as needed on systems, processes,
policies, and programs in response to items identified on the
annual risk assessment. Proactively initiates audits to ensure a
regular and rigorous approach to regulatory compliance, data
security, and protection of personal information. Develop and
implement internal controls as necessary. to facilitate regulatory
compliance. Ensure compliance with the Americans with Disabilities
Act, OSHA, and applicable NLRB requirements.
Fulfills all compliance responsibilities related to the
position.
Promotes a culture of governance across the HR function and
provides tools and training to drive accountability
Performs other duties as assigned.
Other Information
Education: This position requires a minimum formal education of a
Bachelor's Degree and a minimum of seven years or more of
job-related experience. In-depth knowledge of employment laws and
regulations (e.g., FLSA, Title VII, ADA, ADEA, and OFCCP).
Organizational and project management skills to manage competing
and dynamic priorities, and multiple concurrent activities.
Exceptional written communication skills and demonstrated ability
to deliver compelling verbal communication. Demonstrated ability to
interact with all levels of employees from operations, to leaders
and executives. Exceptional collaboration skills with an ability to
partner effectively with stakeholders in the pursuit of common
goals. Bachelors Degree and minimum of seven (7) years of
experience in HR Compliance-related function required.
